Principal Method of Procurement
PSPA adopts Open Competitive Bidding as its principal method of procurement for the acquisition of goods, services, and works. This is executed through the publication of transparent tender notices, ensuring fair market competition and equal opportunity for all eligible bidders.

Advertisement
Procurement notices are advertised on E-PADS, the PPRA website, and the PSPA official website in the format and manner prescribed by applicable regulations. All advertised information is complete, accurate, and sufficient for the intended purpose, allowing adequate response time for the submission of bids or proposals. Notices remain publicly accessible on E-PADS until the closing date for bid submissions.

Provision of Bidding Documents
PSPA prepares clear, precise, and unambiguous bidding documents to ensure all prospective bidders have a comprehensive understanding of requirements and evaluation criteria. Bidding documents are made available free of cost on E-PADS to all interested bidders simultaneously with the publication of the Invitation to Bid.

Bid Submission
The method and manner for electronic bid submission are clearly specified within the bidding documents. Bidders are required to submit electronic bids (e-bids) through E-PADS in strict accordance with PPRA's notified rules and e-procurement regulations.

Bid Opening
All bids are opened publicly on E-PADS at the announced date, time, and place, in the presence of bidders or their duly authorized representatives. All attendees are required to sign an official attendance sheet, which is subsequently uploaded on E-PADS for public record.

Recording of Bid Submission and Opening
The complete bid submission and opening process is electronically recorded and securely stored on E-PADS. The proceedings are additionally video-recorded to ensure full transparency, institutional accountability, and the elimination of any possibility of malpractice or manipulation.

Bid Evaluation
PSPA formulates a clearly defined, pre-disclosed evaluation criterion listing all relevant factors against which bids are assessed. The evaluation criterion forms an integral part of the bidding documents, and all bids are evaluated strictly in accordance with it and the terms and conditions specified therein, ensuring objectivity, consistency, and fairness throughout the process.

Announcement of Evaluation Report
Upon completion of evaluation, PSPA announces the results in the form of a Tender Evaluation Report (TER), providing detailed justification for the acceptance or rejection of each bid. A designated grievance period is provided for the submission of complaints or objections in accordance with applicable procurement rules prior to the formal award of contract. The TER is uploaded and made publicly accessible on E-PADS, the PPRA website, and the PSPA official website.

Acceptance of Bids
Subject to the Punjab Procurement Rules, the procurement contract is awarded to the bidder submitting the lowest evaluated responsive bid, provided it is not in conflict with any applicable law or regulation. The formal acceptance of the bid is also uploaded on E-PADS for public record and transparency.

Award of Contract
PSPA requires the successful bidder to execute a written contract agreement, which is uploaded on E-PADS upon finalization. The contract becomes legally effective from the date it is duly signed by both the procuring agency and the successful bidder, within a reasonable timeframe following the submission and verification of all required documents.

Public Access and Transparency
Transparency is a foundational benchmark of PSPA’s procurement framework. Upon contract award, all documents related to bid evaluation and contract execution are made fully accessible to the public. PSPA has been recognized for its commitment to transparency, having received an Appreciation Letter through an Order Sheet issued by the Chief Punjab Information Commission. PSPA also stands as a pioneer department in Punjab in the adoption of e-procurement systems, setting a benchmark for transparency, efficiency, and digital governance in public procurement across the province.
